A very honest hotel - what you see is what you get. No fancy photos of rooms that do not exist, just 2 beds and private bathroom, which was fine for our needs.
Had to ask for clean towels, but the were supplied shortly after. No shampoo at arrival, but it came later on. Breakfast menu fair, but we went to nearby cafes instead. Only real issue was a running toilet and water from the cistern oozing out on the floor, leaving the bathroom damp and wet at all time, but we really didn't bother enough to complain about it.
Bottom line is that this hotel is great, if you're only using it for sleeping, bathing and as a rest from roaming aroung in Rome. The location is perfect, close to Termini Roma, a lot of landmarks and good to excellent restaurant. Don't be fooled by the low ratings, just don't expect to get a high quality hotel experience at this price level. If you can accept this, go ahead an book the Touring Hotel. We would rate it about 6 to 7, but we would for sure return if going to Rome again.
